The origins of the current network of services for older adults nationwide can be traced to the year 1965, when Congress passed the Older Americans Act (OAA). The OAA provides federal funding for a range of supportive and nutritional services that benefits older persons and assists them in maintaining their independence in the community. Persons age 60 or older are entitled to receive these services, regardless of their financial or social status. Priority, however, is given to older persons who are considered to be in the greatest economic or social need. Some services will require that an in-home assessment of the senior be conducted to establish the need for assistance.

The OAA as originally drafted provided that no fees could be charged to seniors for receiving services. Recipients were encouraged to contribute towards the cost of providing the service. These donations are not mandatory, and funds collected from clients are to be used specifically for expansion of services. The most recent amendments to the Act (in 2000) allow for implementation of cost sharing for many services. Under this arrangement, recipients are informed about the cost of delivering services to them, and are encouraged to share in the cost based on income and other resources.

The Act also provided for the creation of the federal Administration on Aging (AoA) to oversee and administer aging services nationwide. It also authorized the designation of State Units on Aging (SUAs) and Area Agencies on Aging (AAAs). In Michigan, the legislature adopted additional regulations for services, and these are specified in the Older Michiganians Act. The Michigan Office of Services to the Aging (OSA), an independent division of the Michigan Department of Community Health (DCH), is the State Unit on Aging for Michigan. The Michigan Commission on Services to the Aging, which oversees OSA, sets state policy on aging issues, and also designates agencies to operate as AAAs.

Services include the MI Choice Waiver program, a home and community based services program for the elderly and adults with disabilities. This program provides a range of services to persons age 65 and older, and adults with disabilities age 18 and older, who meet income criteria and asset requirements and are deemed to be medically eligible for nursing home care.

The Senior Alliance (TSA) is a non-profit agency designated Area Agency on Aging (AAA) for the 34 communities of western and southern Wayne County. TSA has the responsibility of planning, developing, coordinating, funding, and monitoring services for older persons and adults with disabilities within this Planning and Service Area.

The agency was formed in 1980 as the Out-Wayne County Area Agency on Aging. The name was changed to The Senior Alliance in 1984. TSA policies are set by a 37 member Board of Directors. Each community within the service area is represented in the Board. Besides setting general agency policies, the Board is also authorized to award contracts to service providers for the delivery of services to seniors. The Board is advised in turn by an Advisory Council and Corporate Committee.

Funding for agency services is administered by the Michigan Office of Services to the Aging (OSA) and the Michigan Department of Community Health. Funds are appropriated primarily through the Older Americans Act, the Older Michiganians Act, and the MI Choice Waiver program.

The Senior Alliance holds Resource Development activities throughout the year to supplement public funding and raise awareness of our programs throughout the communities we serve. The Michigan Office of Services to the Aging (OSA) is an independent division of the Michigan Department of Community Health which is the designated State Unit on Aging. The Office has the responsibility of overseeing administration of Older Americans Act and Older Michiganians Act programs in Michigan. OSA sets policies for service delivery and allocated funds appropriated for services to Michigan=s 16 Area Agencies on Aging.

Administration on Aging

The Administration on Aging (AoA) is the focal point and advocacy agency for older persons at the federal level. AoA is dedicated to implementing the policies specified in the Older Americans Act, including program development, planning, and the delivery of supportive home and community-based services to older adults and their caregivers. AoA oversees a nationwide network of State and Area Agencies on Aging, Tribal and Native American (American Indian, Alaskan Native, and Native Hawaiian) organizations, and thousands of service providers.
