Department of Human Services

The Michigan Department of Human Services (DHS) provides a variety of services and financial support to assist children, families, and vulnerable adults to be safe, stable and self-supporting. Applications for assistance in most cases should be made at the DHS office that services your zip code (see list of offices below). Application forms are also available on the DHS website at www.michigan.gov/dhs.

FINANCIAL ASSISTANCE

Family Independence Program (FIP)

FIP provides cash assistance to eligible families with children and pregnant women who need temporary support because one or both parents are gone, unemployed or too sick to work.

Food Assistance Program (FAP)
The Food Assistance Program raises the food purchasing power for low-income families. Benefits for this and other cash programs are accessed by using a Bridge Card similar to a debit or ATM card.

State Disability Assistance (SDA)
The State Disability Assistance program provides cash assistance to adults with disabilities to help them pay for living expenses such as rent, heat, utilities, clothing, food and personal care items.

State Emergency Relief (SER)
The State Emergency Relief program provides immediate help to individuals and families facing conditions of extreme hardship or to emergencies that threaten health and safety. Program covers needs such as payment for heating fuel, electricity, home repairs, relocation assistance, rent assistance, or burial. Eligibility is based on demonstration of immediate need (shut-off notice, declared need for a deliverable fuel, verified need for energy related home repair), income and assets. It is primarily designed to maintain low-income households who are normally able to meet their needs but occasionally need help when unexpected emergency situations arise. The SER program is not an appropriate solution to ongoing or chronic financial difficulties.

Low Income Home Energy Assistance Program (LIHEAP)
This program provides assistance to assist low-income families with energy costs. Assistance can be through Michigan’s Home Heating Tax Credit, crisis assistance for those facing energy emergencies, and Weatherization.

Supplemental Security Income (SSI)
Federal program which provides a monthly payment to low income individuals who are aged, blind, or disabled. Michigan SSI recipients also receive Medicaid coverage. Apply for SSI at any Social Security office. *See the Social Security Administration section for additional information and office locations.

ADDITIONAL PROGRAMS & SERVICES
Adult Community Placement
The program provides information and placement assistance for Medicaid eligible persons who cannot live independently to Adult Foster Care and Home for the Aged communities.

Adult Home Help Services
Assists functionally limited individuals who are Medicaid eligible to remain in their independent settings for as long as possible. Assistance is provided for the following activities: personal care, laundry, housework, shopping & errands.

Adult Medical Program (Adult Benefits Waiver)
Pays for basic outpatient medical care for low income adults who do not qualify for Medicaid.

Adult Protective Services (APS)
This program provided protection to vulnerable adults (18 or older) who are at risk
of harm due to the presence of threat of abuse, neglect, or exploitation.

Independent Living Services (ILS)
ILS offers a range of Medicaid and non-Medicaid services to individuals of any age who require assistance to function in their own homes or other independent living arrangements. Those services include information & referral, protection, counseling, education, employment and training, health services, and money management.

Medicaid (Medical Assistance or MA)
Pays for many types of medical care for low-income individuals and families.
Medicaid is a state and federally financed health insurance program targeted toward
low-income individuals who fall below the established income and asset levels.
Recipients are allowed to keep a limited amount of countable assets. For more
information, call or visit your local Michigan DHS office. DHS office locations are
listed below.
Eligibility Guidelines:

  • If you meet the eligibility guidelines for Supplemental Security Income (SSI), you will qualify for Medicaid.

  • Income meets program requirement

  • Individuals may own $2,000 in countable assets. Couples ($3,000).

  • Persons who are eligible for Medicaid except for their income, may qualify for Medicaid if they have uncovered medical expenses.

Allowable Deductions: Some expenses are approved by Medicaid as an allowable deduction and not considered part of an applicant's countable income or assets. One example of this is an irrevocable prepaid funeral and burial-related costs within Medicaid guidelines. Ad-Care is a Medicaid program for persons whose income is below the federal poverty level. If individual also has Medicare, Medicaid will pay the Medicare Part B premium, deductibles, co-pays. Income limits change annually. Persons eligible for Ad-Care must:

  • Be aged or a person with a disability and meet other Medicaid non financial factors (blindness is not a basis for eligibility).

  • Have net income not exceeding 100% of the poverty level.

  • Countable assets at or below $2,000 for single person; $3,000 if married.

  • House, car and personal belonging are not counted.

Medicaid Coverage for Nursing Home Care
Eligibility requirements and benefits are different for nursing home residents and their community-based spouses. If an individual is eligible for Medicaid, DHS will determine allowable expenses and the patient-pay amount for the nursing home care.

Residents who do not have a spouse must have $2,000 or less in countable assets to qualify. In general, a car, home in Michigan, personal belongings, irrevocable prepaid funeral arrangements (within approved limits) may not count. If a nursing home resident has a spouse, an Initial Assessment should be completed when first admitted to the nursing home at the DHS Redford Medical District office to determine the Protected Spousal Amount. The Medicare/Medicaid Assistance Program (MMAP) volunteer counselors are specialists trained in Medicare and Medicaid law and regulations, health insurance counseling and relevant insurance products.
