Senior Community Service Employment Program (Title V)

Overview

The Senior Community Service Employment Program (SCSEP) managed by The Senior Alliance (TSA) serves unemployed older adults age 55 and older with limited financial resources who desire job training and the opportunity to provide valuable service at a non-profit host agency in their community while learning new skills. Enrollees in the program work part time (up to 20 hours per week) at the host agency site to acquire these new skills. Enrollees also search for unsubsidized employment. In addition, all enrollees must reside in southern or western Wayne County.

SCSEP is funded under Title V of the Older Americans Act legislation and is federally administered by the U.S. Department of Labor. In Michigan, the Office of Services to the Aging administers this program. Funding from SCSEP pays the enrollee’s wages.

To be eligible for a SCSEP position, an applicant must be at least 55 years old and have an annual family income not to exceed guidelines issued by the Department of Labor. Eligibility will be determined by the designated TSA staff when the applicant registers for service. Enrollees will have their eligibility re-determined once a year.

All eligible host agencies wishing to host a SCSEP enrollee shall submit a Request-for-Enrollee package to the SCSEP Coordinator at The Senior Alliance. The host agency must be located in southern or western Wayne County and recognized as a non-profit organization.

All host agencies agree to provide job-training of up to 20 hours per week to the enrollee(s) working at their site. They will also agree to cooperate and support the enrollee’s efforts in finding unsubsidized employment. The enrollee may schedule up to 20% of host site assigned time to be used for job searching. All host agencies must also agree to an in-kind match. This means that the host agency must provide 15% of the total funded program local match in addition to the TSA grant.

If you are interested in enrolling in the SCSEP you must first be registered with Michigan Works and post your resume on the Michigan Works Talent Bank. You may register with Michigan Works online or find a list of local Michigan Works offices at www.michigan.gov/careers. Registration with Michigan Works does not guarantee your eligibility or enrollment in the SCSEP. To determine your eligibility you must contact The Senior Alliance SCSEP Coordinator.
